The Eiffel Excellence Scholarship Programme in France for International Students, 2018

The French Ministry of Foreign Affairs and International Development has established The Eiffel Excellence Scholarship Programme to enable French higher education establishments to attract top foreign students to enrol in their master’s and PhD courses.

This programme funds master’s courses lasting between 12 and 36 months and offers funding for PhD students to spend ten months in France through joint supervision or a joint direction of thesis (preferably the 2nd year of the PhD).

The purpose of the scholarship is helping to shape the future foreign decision-makers of the private and public sectors, in priority areas of study, and encourages applications from emerging countries at master’s level, and from emerging and industrialized countries at PhD level.

The scholarship available for Master’s degree programme or in a PhD programme in four major fields:

• law;

• economics and management;• engineering sciences at Masters’ level, sciences in the broad sense for the Doctorate/PhD level (engineering science; exact sciences: mathematics, physics, chemistry and life sciences, nano and biotechnologies, Earth, space and environmental sciences, information sciences and technologies and communication);• political sciences

Scholarship Value

For Master’s level studies, the Eiffel scholarship includes a monthly allowance of €1,181 (a maintenance allowance of €1,031 and a monthly stipend of €150) and can be awarded for 12-36 months.  For PhD level studies, the Eiffel scholarship includes a monthly allowance of €1,400 and is awarded for a maximum of ten months.

In addition, the programme meets various expenses including international return trip, social security cover, and cultural activities. Scholarship holders may also receive an additional housing allowance, under certain conditions.

Applicant Eligibility

– The scholarship is reserved for candidates of non-French nationality. Candidates with two nationalities, one of which is French, are not eligible.

– For Master’s level, the candidate must be at most 30 years old on the date of the selection committee; born on or after 12 March 1987. For Doctoral level, the candidate must be at most 35 years old on the date of the selection committee; born on or after 12 March 1982.

Origin of applications: Only applications submitted by French educational establishments are accepted. These establishments undertake to enrol scholarship holders on the course for which they have been selected. Applications submitted by any other means shall not be considered. Furthermore, any candidate nominated by more than one establishment shall be disqualified.

Courses of study: Scholarships are for students wishing to enrol on a master’s course, including at an engineering school, and for PhD students. The Eiffel Programme does not apply to French-run master’s courses abroad, as non-PhD scholarship holders must complete at least 75% of their course in France. It does not apply to training under an apprenticeship contract or a professional training contract either.

Combination with other scholarships: Foreign students who, at the time of application, have already been awarded a French government scholarship under another programme are not eligible, even if the scholarship in question does not include social security cover.

For Eiffel Master Scholarship:  No application will be accepted for any student who applied previously but was rejected, even if the application is submitted by a different establishment or in another field of study. Students who have already been awarded an Eiffel scholarship at master’s level are not eligible to re-apply at master’s level.

For Eiffel PhD Scholarship: Establishments may nominate a candidate who was previously awarded an Eiffel scholarship at master’s level for a scholarship at PhD level. Candidates who have already been awarded an Eiffel scholarship once during their PhD cannot be awarded it for a second time. No application will be accepted for any student who applied previously but was rejected, even if the application is submitted by a different establishment or in another field of study.

Language skills: When pre-selecting non-French-speaking candidates, establishments must make sure that their language skills meet the requirements of the relevant course of study.

Students undertaking a course of study abroad take priority over those already living in France.

Please be noted, applications are not accepted from students directly. Applications for EIFFEL scholarships are submitted by French Higher Education Institutions. Inria-French Académie des sciences Grand Prize :  Olivier Gascuel

Research Director at the CNRS (French National Centre for Scientific Research) and a pioneer in bioinformatics. Olivier Gascuel is head of the Centre of Bioinformatics, Biostatistics and Integrative Biology at the Institut Pasteur . A mathematician and computer scientist by training, from 1985 onwards Olivier Gascuel focused on molecular biology, thereby becoming a ‘bioinformatician’ at a time when the term had not yet been invented. He is the author of over 150 scientific publications and software programs that are today used in numerous fields, from biology and the environment to medicine. In 2009, Olivier Gascuel received the CNRS Silver Medal in computer science. His recent work focuses on pathogens, in particular HIV/AIDS.

Inria-French Académie des sciences-Dassault Systèmes Innovation Award : Anne-Marie Kermarrec

Anne-Marie Kermarrec, a computer scientist, has been studying large-scale distributed systems for over 20 years. Winner of the European Research Council Starting Grant category in 2008, five years later she would add an ERC Proof of Concept grant to her list of achievements. In 2012, she was appointed visiting professor at the Swiss research institute École polytechnique fédérale de Lausanne (EPFL). After a spell at Microsoft Research and a research director post at Inria, she decided to launch her start-up, Mediego , which offers personalised recommendation solutions to content and media publishers.

Two-time gold medallist at the Mathematics Olympiad in Iran, silver medallist at the International Mathematics Olympiad in 1999, graduate of École polytechnique (X99) and UPMC (Pierre and Marie Curie University) – obtaining a Master’s in digital analysis in 2003 – Mazyar Mirrahimi achieved impressive results very early on in his career: identification in quantum chemistry and control of quantum systems for precision metrology. A pioneer in the control and measurement of quantum systems, having been at both Yale and Caltech, today he is head of the Quantic project team .

Support for Research and Innovation Inria Award : the international partnerships team of the EIPD (European and International Partnerships Department)

The award underlines Angélica Biard, Tania Castro, Laura Norcy and Julie Pomponne’s contributions, among the EIPD , to the impact of the institute on every continent. The actions carried out by this team contribute to the dynamism of our collaborations with partners all over the world. As a result, Inria is building rich and lasting relationships with the best scientists and the leading universities and research institutions in the field of digital science.

Research Support Department Inria Award : the multiservice team responsible for the creation of the Login showroom

The team (Philippe Broun, Bendehiba Bouksara, Maria Christou, Marie Collin, Saloua Haraoubia, Jean Panzuti, Élise Taillant, Nicolas Turro and Magalie Vicente), is awarded for the implementation of Login, a place of meetings and exchanges at the Grenoble Rhône-Alpes centre that is conducive to the emergence of collaborations and innovations. The team in charge of this project enables Inria to make the activity of its scientists understandable, visible and tangible to diverse audiences, in particular industry and civil society players.

PhD position in quantum optimal control theory at the University of Bourgogne

This PhD project aims at applying innovative mathematical tools coming

from optimal control theory to improve theoretical and experimental techniques

in Nuclear Magnetic Resonance (NMR), in Electron Spin Resonance (ESR) and in NV

centers. This approach will allow us to explore and to experimentally reach the

physical limits of the corresponding spin dynamics in presence of typical

experimental imperfections and limitations. A first objective will be to

develop new optimal control algorithms able for an inhomogeneous ensemble of

spins to maximize the signal to noise ratio per unit time of the system. A

general problem is to generalize the Ernst angle solution used in NMR, which is

only valid for a homogeneous spin ensemble. This work will be done in

collaboration with the group of S. Glaser (TUM, Munich, Germany). This approach

will find different applications in NMR and ESR where the sensitivity of the

experiment is a crucial parameter. The student will focus on a specific

experimental setup in ESR used by the group of P. Bertet (CEA, Paris Saclay),

where an important goal is the maximization of the emitted signal of spins

coupled to a microwave resonator. The student will take into account in the

numerical computation specific constraints of this experimental setup. In the

same direction, the student will also use optimal control techniques to design

new CMPG sequences accounting for the coupling between the spins and the

cavity. The same types of control techniques will also be used for manipulating

NV ensembles in collaboration with the group of T. Debuisschert (Thalès,

Paris). This will allow the improvement of the sensitivity of the corresponding

experiments. For a more fundamental point of view, the ESR will investigate the

numerical techniques used to design robust control fields with respect to

experimental imperfections. A first objective will be to understand the

efficiency of these methods and to prove the optimality (this concept will be

to define rigorously) of the control fields. The ESR will mainly study spin

systems but it is clear that the results of this project will not be restricted

to the physical systems investigated and the techniques developed during the

PhD could be applied to other physical systems with similar properties.
