Employment Status: Temporary, part time, “non-exempt” positions (with the possibility of the full-time positions converting to probationary)
Work Schedule: To be arranged. (Occasional Evenings, early mornings, and late clinic hours may be required). May work at Palm Desert Campus.

Under the general direction of the Medical Chief of Staff, the Phlebotomist collects and processes laboratory specimens – primarily the collection of blood specimens according to established policies and procedures (safety, confidentiality, CLIA). The phlebotomist performs the manual and technical tasks involved with the proper collection, labeling, processing and distribution of various types of biological specimens for laboratory testing from patients of all ages, and may perform waived (CLIA) testing procedures and related quality control. The incumbent is responsible for utilizing relevant computer programs, performing data entry, maintaining an appropriate inventory of phlebotomy and other supplies and equipment. The incumbent may also process, package and refer biological specimens to reference laboratories. Typical duties include but are not limited to:
Incumbent performs waived testing of blood and urine specimens and other routine testing and clerical responsibilities in preparation for laboratory processing; obtains and orders laboratory tests as directed by medical providers.
Incumbent reviews and interprets requested tests, billing and demographic information where appropriate, makes appropriate entries on patients medical record, confirms patient identity and follows up with medical provider for clarification when needed.
Incumbent obtains patient blood samples by venipuncture or capillary puncture utilizing aseptic techniques and collection skills appropriate to the age and level of difficulty of the patient.
Incumbent prepares and assists patients for blood draw.
Incumbent explains procedures to patients; provides a calm and trusting environment as blood is drawn.
Incumbent adheres to infection control and safety policies and procedures.
Incumbent is responsible for monitoring and reporting atypical symptoms/complaints of the patient pre/post blood draw. May be required to assess vital signs including, blood pressure, pulse and respiration.
Incumbent is responsible for storing samples into appropriately marked containers, and any other preparation for specific and detailed tests.
Incumbent is responsible for collecting data, recording information, processing lab requisitions and accurate labeling of specimens.
Incumbent assures integrity of collected samples.
Incumbent routinely interacts with doctors, nurses and other health care staff; demonstrates professional interpersonal skills with patients, family members and other health care personnel.
Incumbent assembles and maintains laboratory equipment (such as needles, blood collection devices, gauze, tourniquet, cotton, and alcohol).
Incumbent conducts routine lab control testing.
Incumbent is responsible for upholding laboratory processes; creates implements and updates laboratory policies and procedures.
Incumbent orders and maintains laboratory supplies, equipment and inventory.
Incumbent maintains required daily lab logs.
Incumbent provides back-up coverage to the Front Office as needed on a daily basis.
Incumbent performs front counter reception duties such as greeting, checking in patients to the center and assisting students with filling out their medical forms in clinic and online.
Incumbent answers telephone and routes calls to appropriate/designated areas.
Incumbent generates appointments.
Performs basic and routine clerical tasks.
Incumbent assists in the opening and closing of the center.
Incumbent verifies patient demographics; assists with the updating of patient information.
Incumbent assists in the tracking of immunization registration requirements and clearing of immunizations in People Soft.
Applies skills and knowledge of all Policies and Procedures related to the front office and HIPAA regulations.
Incumbent verifies and confirms student enrollment for eligibility.
Incumbent assist with Family PACT orientation and enrollment.
Incumbent collects, posts and processes daily cash transactions.
Incumbent assists with daily mail distribution.
Incumbent performs other related duties supporting the daily operation of the Health Center as assigned.
Other duties as assigned.
Knowledge:
General knowledge of clinical laboratory operations and equipment, including an understanding of, or the ability to quickly learn, laboratory safety and quality assurance practices and procedures. General knowledge of medical terminology pertinent to laboratory operations; applicable laws and regulations pertaining to clinical laboratory operations and patient confidentiality. Working knowledge of CLIA-waived testing procedures, methods, and criteria.
Abilities:
Ability to collect required specimens for and perform assigned CLIA-waived testing with required attention to accuracy and detail; perform phlebotomy using the appropriate equipment including venipuncture and capillary puncture; use applicable equipment and materials in performing laboratory tests; use applicable automated systems for maintaining and tracking laboratory and patient records; maintain patient confidentiality as required by applicable state and federal laws and regulations; maintain effective working relationships with practitioners and other health center support staff; and be sensitive to and communicate effectively with diverse patients.
Education and Experience:
High school diploma or equivalent and six to twelve months of related experience in a healthcare setting or equivalent combination of education and experience which provides the required knowledge and abilities.
License and Certifications:
Possess and maintain valid certification as a Certified Phlebotomy Technician I, as defined by the California Department of Health Services, which permits the incumbent to perform skin punctures and venipuncture.
A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position.
